Over 1200 complaints about utility bills: how to challenge 'cosmic' charges
Ukrainians receive utility bills that often do not correspond to actual consumption due to system failures and problems with submitting meter readings. From January to September 2025, over 1200 complaints regarding violations of consumer rights in the housing and communal services sector were received by the Ombudsman's Office. Typical issues include bills for dozens of cubic meters of hot water instead of just a few, recalculated debts from 2019-2020, and charges for garbage collection in empty apartments.
Power outages are not considered force majeure for submitting meter readings, which causes dissatisfaction among consumers. Consumers have a few days and several ways to submit their meter data, but this does not always resolve the issue. In the event of receiving a 'cosmic' bill, it is recommended to follow certain steps.
- The first step is to contact the service provider and demand clarification of the charges.
- Next, it is worth taking photos of the readings to have evidence.
- After that, you need to submit a written complaint.
- If the issue is not resolved, you should appeal to the NCRECP, the State Consumer Service, local government authorities, the Ombudsman's Office, or even to court.
These actions can help consumers protect their rights and receive fair charges.
The increase in the number of complaints indicates systemic problems in the management of utility services in Ukraine. The existence of mechanisms for challenging charges is an important step in protecting consumers' rights, but their effectiveness depends on the willingness of government bodies to respond to these appeals. The situation requires attention from responsible structures to improve the quality of utility services and ensure transparency in billing.
