Ukraine's Electronic Military Registration Document
Ukraine's defense ministry has announced that within a three-week period, more than half a million service members from the Armed Forces and the State Special Transport Service have generated an electronic military registration document, or e-VOD, using the Army+ app. This digital document lets troops verify their military status directly from a smartphone, removing the need to carry a paper service card or officer's certificate.
The e-VOD is created automatically using data pulled from the "Impulse" personnel accounting system and the Servicemen Register. To generate it, a soldier's unit must be operating within that system, and the individual's details must be current and properly forwarded to the register. If information is missing or inaccurate, the document will not appear.
Each e-VOD carries core personal and military registration details, an issue date, a unique identifier, a photo, and the individual's service status. It can be presented at military units, checkpoints, and roadblocks, as well as when dealing with territorial recruitment centers, military police units, and the national police. Troops belonging to agencies not yet linked into the data-sharing network will still be able to see a defender's ID inside Army+.
If the e-VOD fails to show up even after the personnel office has verified the data, service members are advised to contact Army+ support. To double-check their records, they should reach out to their direct commander, who can forward a request to the personnel department.
Defense Ministry representative Mstyslav Banik explained: "The electronic military registration document was the most requested feature for Army+ among troops. We want to automate every process we can, cutting down on manual work and unnecessary red tape. People who join the armed forces should enjoy the same digital convenience they had in civilian life."
Digitizing Military Processes
At present, Army+ provides 57 types of electronic reports, 28 training modules, and the "Pluses" program, which has just added a "Medicine" category. According to the defense ministry, one in every two service members successfully completes a course in the app.
