Competitive Dialogue Process for Terminal Concession Begins
The competitive dialogue procedure for the concession of the first and container terminals at the port of Chornomorsk has officially commenced. This marks the next phase of the concession, during which the state and potential investors will jointly refine the final concession model over the next 75 days. Participants have already been granted access to the necessary information to proceed with their work.
This is one of Ukraine's largest public-private partnership (PPP) infrastructure projects, which aims to:
- modernize port infrastructure;
- boost terminal operational efficiency;
- preserve over 1,000 jobs.
Notably, this is the first concession of this scale to be executed during a full-scale war. Today, the development of concessions and PPPs is a key mechanism for rebuilding and upgrading Ukraine's infrastructure, helping to generate long-term revenue for the national and local budgets.
