Salaries of utility workers will increase by 40%: when and to whom the payment will be raised

Strengthening social guarantees for utility workers — changes to the Sector Agreement signed at the Ministry of Development


For the years 2023–2027, an agreement was reached between the Ministry of Development of Communities and Territories, employers' organizations in the housing and communal services sector, and the workers' union. The signing took place with the participation of Deputy Prime Minister Oleksiy Kuleba.



The document provides for strengthening social protection for utility workers and increasing wages. Starting from January 1, 2026, the minimum tariff rate for a worker will rise to at least 260% of the living wage, which will mean a 40% salary increase.



'This decision aims to support the people who ensure the life of the country under wartime conditions. I thank the trade unions and employers for their initiative. Increasing social guarantees is our duty and a signal of respect for the workers,'
— emphasized Oleksiy Kuleba.

According to Deputy Minister Konstantin Kovalchuk, the payment coefficients for transport drivers and electric vehicle drivers have been increased. Bonuses for important work have been raised to 100% of the official salary.



The signed changes will contribute to improving social protection for workers and the stability of utility enterprises.



The changes in the agreement aim to support workers in the communal sector during wartime, ensuring salary increases and social protection. The increase in guarantees will help retain skilled specialists in the sector and ensure the stability of enterprises. The main goal of these changes is to ensure the uninterrupted functioning of utility services regardless of external circumstances and to provide residents of the country with the necessary housing and communal services.
