Starting July 1, 2026, the rules for taxing parcels from outside the EU will change in Poland. The new fee will primarily affect inexpensive goods that are ordered in bulk from China. There will be an additional charge even for small shipments. This is reported by “InPoland”.
Tax on parcels from China: how the new fee will work
The European Union has decided to impose a new duty on parcels worth up to 150 euros. Starting July 1, buyers in Poland will pay 3 euros for each item in the shipment, regardless of its value.
This means that even if a product costs a few euros, a fixed fee will still be added. The new rules will be in effect for two years.

payment is mandatory for receiving the goods.
Tax authorities explain that a “position” refers to one or several goods with similar characteristics that are declared in the customs declaration as a single group.
New import rules in the EU: why duties are being introduced
The reason for the changes is the rapid increase in the number of parcels from China and other countries. According to official data, in 2024, 4.6 billion shipments arrived in EU countries, and by 2025 their number had increased to 5.8 billion.
In Brussels, it is explained that the new fee is intended to support European manufacturers and limit the flow of cheap goods that create competition in the domestic market.
The tax will be collected after the customs declaration is completed. Without its payment, the goods will not be released into free circulation and will not be delivered to the buyer.
Additionally, the EU plans further digitalization of customs processes. By early July 2028, a single customs data processing center is expected to be operational, where information about all goods ordered by European consumers will be transmitted.
This innovation will primarily affect those who regularly order inexpensive goods from China, as even small purchases will become more expensive.
