The Supreme Court of Ukraine has clarified which documents should be kept on hand while passing through checkpoints. In particular, driver's licenses are not included in the list of mandatory documents.
Mandatory Documents for Verification
According to the resolution of the Cabinet of Ministers No. 1456, only three types of documents are required for inspection while passing through checkpoints:
- passport or other identification
- documents confirming the legality of vehicle ownership
- documents for the cargo being transported
When Driver's Licenses May Be Requested
Driver's licenses may only be requested in cases of traffic violations, emergencies, or suspected offenses. In such cases, the police officer must explain the reason for the stop.
Legal Consequences
A fine for not having a driver's license while passing through a checkpoint is considered unlawful. Even in the absence of precedent law in Ukraine, Supreme Court decisions carry significant authority for other courts.
