Rules for solar panel owners are preparing for changes in 2026

The National Energy Regulation Commission has approved a draft amendment for solar power plant owners and active electricity consumers. The new rules will pertain to the sale of electricity under the 'green' tariff, energy storage systems, and backup power supply. This is reported by NERC.

Rules for purchasing electricity from solar panel owners will change

The draft resolution envisions updating the retail electricity market rules and the accounting mechanism for electricity generated by households with solar panels.

NERC proposes purchasing electricity under the 'green' tariff only during daytime hours:

  1. from April 1 to October 31 — from 04:00 to 23:00;

  2. from November 1 to March 31 — from 06:00 to 21:00.

Documents will also clarify the concept of allowed capacity and divide it into guaranteed and non-guaranteed.

What else is planned for change in the energy market

Some changes concern energy storage installations. Their operators may be allowed to sell electricity to consumers under separate agreements.

For active consumers under the simplified tax system, it is proposed to allow settlements for consumed and supplied electricity without mutual offsetting.

NERC states that these changes are meant to enhance the development of distributed generation and energy resilience in Ukraine.

Currently, the decision is just the beginning of the regulatory procedure. After the draft is published on the commission's website, the document will be put up for public discussion.

It should be noted that Kyiv authorities plan to allocate 2.6 billion hryvnias for the installation of solar panels on 343 apartment buildings.
