Continuing to Use an Old Disability Identification Card
Individuals with a disability originating in childhood may continue to use their existing disability ID card after their disability status has been officially confirmed and they have applied for a new card. According to current legislation, the booklet-style disability ID issued for childhood disabilities remains valid until November 1. Beyond this date, if a new card has not been obtained, the old ID loses its legal validity.
It is important to note that the old ID remains legally effective either until its expiration date or until it is replaced by a new card following the proper procedure. Per clause 9 of the Cabinet of Ministers of Ukraine resolution dated June 11, 2025, No. 695, the validity of such disability IDs for those receiving state social assistance is regulated at the national level. Once an individual has undergone an assessment of daily functioning and their disability is reconfirmed, they are entitled to use their old ID until the new one is issued.

Updates to the Disability ID Issuance Process
On March 20, 2026, the Pension Fund of Ukraine’s board adopted resolution No. 12-1, establishing a new procedure for issuing disability identification cards to individuals receiving state social assistance. This updated process took effect on May 1, 2026, bringing greater clarity and structure to the documentation system for persons with disabilities.
These reforms are significant as they provide legal certainty regarding the use of disability IDs confirming an individual’s status. The introduction of the new issuance procedure reflects the government’s commitment to enhancing social protection and support for people with disabilities.
