The 2024 Election in Ukraine

Ukraine will not hold a presidential election in 2024 due to the ongoing war. An official electoral working group, established in December, concluded that organizing a fair vote under the conditions of Russian attacks is impossible. Work on the necessary legislation will continue at least until the end of May, further complicating the possibility of holding an election in the near future.

According to the group's findings, an election campaign could begin no earlier than six months after the relevant laws are passed and a ceasefire is established. In this context, Serhiy Dubovyk noted:

“Everyone agrees, including members of parliament, that the active phase of hostilities must cease, a clear demarcation line must be established, and only after that is a six-month period needed to organize the elections.”

Organizing an election in Ukraine is further complicated by the need to account for a large number of people who impact the voting process. Among them are:

  • 6 million refugees,
  • 3 million people in occupied territories,
  • 1 million military personnel.

It is important to note that the opposition has rejected digital voting, which could further complicate election organization.

Furthermore, in the context of international relations, Donald Trump has demanded that a plan for holding elections be included as part of any peace agreement with Russia. Trump's advisors cited the example of the U.S. election held during the Civil War in 1864. Dubovyk emphasized:

“I won't name names, but do you know what example they gave us? The U.S. Civil War. They said that during the Civil War we held elections, so why can't you? This came from the Trump administration.”

Since the start of the full-scale war, 54 members of parliament have resigned their mandates, and 11 have been killed, which also affects the political situation in the country. This decision to postpone the presidential election is a stark reminder of the immense strain the war places on Ukraine's democratic institutions. Thus, the decision to postpone the presidential election is driven by the complex situation in Ukraine, which requires additional time for preparation and ensuring security during voting.

The absence of a presidential election in 2024 highlights not only internal challenges but also the influence of external factors on Ukraine's political stability. In wartime, organizing an election becomes not just a technical but a security issue, given the number of refugees and people in occupied territories. This decision could have long-term consequences for the country's political system and its international image.

The situation regarding elections in Ukraine is further complicated by Russia's plans to hold parliamentary elections in the occupied territories. This move raises questions about the legitimacy of the electoral process in regions affected by conflict.
