State Assets Sold at Massive Loss in Kyiv Radio Plant Scandal

Kyiv Radio Plant Property Sold at a Fraction of Its Value

Over 10,000 square meters of property belonging to the state-owned Kyiv Radio Plant Holding Company were sold to private individuals at a heavily discounted price. This sale occurred despite a legal prohibition on privatizing assets of enterprises in the space industry. The sold assets include six properties: administration buildings, guardhouses, and production facilities. The total sale price was 2.7 million hryvnias, while the market value of this property exceeds 62 million hryvnias, indicating it was sold for at least 23 times less than its worth. This case highlights ongoing challenges in Ukraine's efforts to reform state-owned enterprises and combat corruption in strategic sectors.

Legal Repercussions and Asset Recovery

The sale was organized by an arbitration manager acting as the enterprise's liquidator. Consequently, this manager has been notified of suspicion under Part 3 of Article 365-2 of Ukraine's Criminal Code. Importantly, the property has now been seized, complicating any further attempts to sell it.

This incident is not isolated. Previously, in July 2021, the state successfully recovered 13 properties of the Kyiv Radio Plant, totaling nearly 38,000 square meters. The recovered assets include:

  • The 'Skhid' sports complex
  • The 'Dnipro' House of Culture
  • Premises in Kyiv on Boryspilska, Pryvokzalna, and Lisna streets

It is worth noting that back in 2016, during bankruptcy proceedings, the liquidator transferred these 13 objects to commercial structures without approval from the governing body and in violation of state property sale procedures.

In response to these actions, the prosecutor's office filed 13 lawsuits with the Kyiv Commercial Court to have the deals declared invalid and return the property to the state. All claims were satisfied by the court's ruling on July 21, 2021, underscoring the severity of the situation and the violations that occurred during the management of the enterprise's assets.

The situation with the Kyiv Radio Plant sale underscores systemic issues in state property management, particularly in strategic sectors like aerospace. The low sale price and legal violations in this case raise serious concerns about the transparency and integrity of privatization processes. As prosecutors continue to fight for the return of state assets, this case may set an important precedent for future investigations and legal reforms in this area.

This recent scandal at the Kyiv Radio Plant is part of a broader issue surrounding mismanagement and corruption in state enterprises, similar to other cases in the region. For instance, the ongoing legal proceedings related to the embezzlement of nearly $4.9 million in Kyiv's ragweed control program further illustrate the challenges faced by authorities in combating financial misconduct and ensuring accountability in public sector operations.
