Updates to Housing Assistance for IDPs
A new resolution from the Cabinet of Ministers of Ukraine, issued on April 24, 2026 (No. 522), has been published on the government portal. It amends the procedure for providing living assistance to internally displaced persons (IDPs). One major change is the extension of the application deadline for certain groups, now set for June 1, 2026.
Under the updated rules:
- Families with IDP children will have their payments retroactively granted from February 1, 2026, provided they submit their application by June 1, 2026;
- Pensioners and families with individuals unable to work will receive payments starting from January 1, 2026, as long as their application is also filed before June 1, 2026.
After this cutoff date, assistance will only be paid from the month in which the application is submitted.
It is worth noting that aid for families with IDP children is awarded regardless of the parents' income, as long as the family meets criteria related to property status, actual place of residence, and children's school attendance. For pensioners and families with non-working members who previously received assistance but lost it due to exceeding the average monthly household income threshold, there is now an option to reapply. This new consideration adjusts the payout based on the updated subsistence minimum for people who have lost their ability to work.
