Writing for Fox News, Victoria Coats of the Heritage Foundation argues that bleak forecasts about Donald Trump’s second term have proven wrong, and there are now growing indications that Russia may be losing the war. According to Coats, 18 months into Trump’s second term, signals have surfaced suggesting Moscow is unlikely to achieve its objectives in Ukraine. A key moment for this reassessment was a contentious January 2025 meeting in the Oval Office.

Ukrainian Military Advances and Domestic Russian Struggles

As Ukraine ramped up its military operations, President Zelensky took Trump’s cue and accelerated the development and production of long-range strike drones. Coats highlights that Ukraine’s successful attacks on Russian energy infrastructure, strategic bombers, and naval vessels have been critical steps toward reclaiming occupied territory in the Donbas region. Another significant development is Zelensky’s new request for licenses to manufacture PAC-3 interceptor missiles for Patriot systems within Ukraine.

On June 4, the U.S. House of Representatives passed a bill granting Ukraine $1.3 billion in military aid, including $8 billion in long-term loans for arms purchases. The legislation received unanimous support from Democrats and 18 Republicans. Reports indicate the U.S. produces roughly 60 PAC-3 missiles monthly, while Ukraine needs about 70 of these interceptors.

Meanwhile, Russia is facing a shortage of conscripts, complicating its military campaign. The revival of Soviet-style child labor camps in Russia has also drawn international concern.
