'Affordable Loans 5-7-9%' Program

Ukraine's state-backed 'Affordable Loans 5-7-9%' program continues to provide vital support for the country's micro, small, and medium-sized enterprises (MSMEs). Since its launch, the initiative, administered by the National Development Institution (NDI), has seen 137,440 loan agreements signed, with total funding reaching UAH 473.4 billion. This program is a cornerstone of Ukraine's economic policy, designed to sustain businesses during a period of immense challenge.

Recent Lending Surge

Lending activity has intensified in recent weeks. Authorized banks issued 399 preferential loans totaling UAH 2 billion in the past week alone. Since the start of 2026, 2,930 loans worth UAH 13.4 billion have been approved. The program has proven particularly crucial during the ongoing war, with 102,618 loans valued at UAH 383.8 billion extended since the onset of martial law.

The 'Affordable Loans 5-7-9%' program is instrumental in Ukraine's economic resilience and recovery. By offering subsidized credit, it enables entrepreneurs to invest in their businesses, fostering job creation and enhancing competitiveness. The recent acceleration in lending indicates strong and growing demand from the business community, a positive signal for the nation's economic outlook amid the ongoing conflict.
