Home Energy Independence Program Launches
The Ukrainian government's 'SvitloDim' (Light Home) program is now underway, with an expert commission approving the first applications for grants. Deputy Prime Minister for Restoration, Oleksiy Kubra, announced that the initiative provides compensation for autonomous energy equipment in apartment buildings, aiming to bolster the energy resilience of residential structures. This program is a key part of Ukraine's strategy to protect its citizens from disruptions to the centralized power grid.
The first payments for approved applications will be issued within 48 hours. While the application review committee works daily, some submitted documents require additional refinement. District state administrations will contact applicants to assist in correcting any errors.
Program Participation Requirements
To participate, applicants must open a special account with Oschadbank, Raiffeisen Bank, or Ukrgasbank, with plans to expand the list of partner banks. The state provides partial compensation for equipment costs, with the grant amount depending on the building's height:
- For buildings up to 6 stories – compensation up to 100,000 UAH;
- For buildings from 7 to 16 stories – up to 200,000 UAH;
- For buildings from 17 stories – up to 300,000 UAH;
- A similar level of assistance is available for buildings with boiler rooms or those from 4 to 16 stories with three or more entrances.
Funds received through the program can be used to purchase generators, inverters, batteries, solar panels, and battery management systems. Applications can be submitted by associations of co-owners of apartment buildings, building managers, housing construction cooperatives, and service cooperatives. The ownership form of the applicant is not a factor.
We have received and processed the first applications under the SvitloDim program. A portion of the applications have been approved, and the first payments will be made within 48 hours.

Thus, the SvitloDim program has begun implementation, offering opportunities to improve the energy independence of Ukrainian homes.
The launch of SvitloDim represents a significant step toward enhancing the energy self-sufficiency of Ukraine's multi-story residential buildings. In a context where power supply remains vulnerable, investing in autonomous energy sources will reduce reliance on the central grid and increase the resilience of housing. It is crucial for the program to achieve widespread adoption so all eligible parties can benefit from its provisions.
