Ukrainian Government Approves Expansion of 'Affordable Medicines' Program
The Ukrainian government has passed a resolution that initiates the process for adding drugs containing five new active substances to the state's 'Affordable Medicines' reimbursement program. These substances are:
- dapagliflozin
- empagliflozin
- apixaban
- dabigatran etexilate
- rivaroxaban
They are used to treat type 2 diabetes, heart failure, and to prevent thromboembolic complications. This program is a key part of Ukraine's ongoing healthcare reforms, aiming to reduce out-of-pocket costs for patients with chronic conditions.
Key Reforms to Program Operations
The resolution also establishes key reforms for the program's reimbursement system. It creates a framework for adding new drugs, clarifies pricing and reimbursement mechanisms, and simplifies administrative processes. A significant innovation is the introduction of a fixed reimbursement amount, which is intended to create more transparent conditions for patient compensation.
If no drug is offered under a specific International Nonproprietary Name (INN), the medication with the lowest wholesale price can be included in the program during the next update. This provision aims to ensure the availability of medicines for the population. The resolution also expands the authority of Ukraine's National Health Service (NHSU), which will now be responsible for forming, maintaining, and publishing the lists of reimbursable drugs and medical devices, as well as for setting maximum wholesale prices.
Additionally, Ukraine's Ministry of Health has updated the list of drugs and medical devices eligible for reimbursement under the 'Affordable Medicines' program. For the first time, medicines containing two active substances—amoxicillin and ofloxacin—have been included. This demonstrates the government's effort to broaden access to essential medicines for Ukrainians.
This resolution represents a significant step in improving access to medications for Ukrainian patients, particularly those suffering from chronic diseases. Expanding the 'Affordable Medicines' program will not only reduce the financial burden on citizens but also ensure timely treatment, which can substantially improve quality of life. The increase in the number of medical products covered also highlights the state's intensified efforts in healthcare and the ongoing reform of Ukraine's medical system.
In addition to the recent expansion, the program is set to incorporate a total of 37 new medications aimed at enhancing patient access to essential treatments. This significant increase reflects the government's commitment to improving healthcare services and reducing financial burdens on citizens.
