The Kyiv City Prosecutor's Office has filed a lawsuit seeking to invalidate two agreements for the development of nearly one hectare of land belonging to the National Academy of Sciences of Ukraine (NASU). These agreements, signed in 2025 between NASU and private companies, proceeded without the consent of the state, which is the legal owner of the land. This case highlights ongoing tensions in Ukraine between public institutional assets and private development interests.

The contested development agreements stipulate that NASU would receive only a small share of the resulting apartments, with the majority going to the private entities. The land in question was originally allocated for the permanent use of two NASU research institutes: the V.M. Glushkov Institute of Cybernetics and the Institute of Applied Physics and Biophysics.

The Kyiv City (Military) State Administration, which represents the state as the landowner, was not a party to these contracts and did not authorize the land transfer for construction.
