Kyiv Region Prosecutors Sue Over Illegal Irpin Landfill Causing Over 5 Million Hryvnias in Environmental Damage

Прокуратура Київської області подала позов щодо незаконного сміттєзвалища в Ірпіні, що завдало шкоду навколишньому середовищу на понад 5 мільйонів гривень.

Kyiv Regional Prosecutor's Office Files Lawsuit

The Kyiv Regional Prosecutor's Office has initiated a lawsuit concerning an illegal waste dump in the city of Irpin, which is causing significant environmental pollution. The case has been filed with the Kyiv Region Commercial Court, demanding compensation for damages, the elimination of the dump spanning more than 3.4 hectares, and environmental remediation. This landfill was established within the city limits in violation of environmental protection laws and is situated in immediate proximity to the Bucha River.

According to the prosecutor's office, the total environmental damage exceeds 5 million hryvnias. The creation of this dump was enabled by an unlawful decision from the Irpin City Council's executive committee commission on technogenic and environmental safety. This situation led to the declaration of a local-level state of emergency due to its man-made nature.

Environmental Contamination Situation

The investigation has documented E. coli bacteria levels in the soil exceeding norms by more than 1,000 times, alongside substantial contamination of surface waters in the Bucha River. The presence of pathogenic microflora and heavy metals in the soil confirms the severity of the ecological crisis. This case highlights the ongoing challenges Ukraine faces in enforcing environmental regulations during a period of national recovery.

  • To recognize the inaction of the local self-government body as unlawful.
  • To recover over 5 million hryvnias in damages from the Irpin City Council.
  • To obligate the authorities to eliminate the illegal landfill.
  • To carry out measures to restore the soil and the waters of the Bucha River.

The court has already opened proceedings in this case.

This case underscores the critical importance of adhering to environmental protection laws at the local level.

Improper actions by authorities can lead to severe environmental consequences, necessitating urgent intervention by prosecutors and the courts. Restoring the ecological balance in the region and protecting the environment remain priority tasks for local authorities and state institutions.

The situation in Irpin is not an isolated incident, as environmental issues continue to escalate across Ukraine. Recently, a factory was revealed to be emitting hazardous airborne pollutants at levels twenty times higher than permitted. This alarming trend highlights the urgent need for stricter enforcement of environmental regulations to safeguard public health and preserve natural resources.
