The Prosecutor's Office challenges the court's refusal to arrest the land in Podil: construction threatens the archaeological layer

Challenging the court's decision

The Podil District Prosecutor's Office is challenging the court's decision, which refused to impose a freeze on the land plots in Tymlyansky Lane and Kyrylivska Street. Construction work is ongoing on these plots, which may threaten the cultural layer of Podil. The Prosecutor's Office is conducting an investigation under part 2 of Article 298 of the Criminal Code of Ukraine concerning violations of legislation on the protection of cultural heritage.

The plots planned for construction are located within the archaeological monument of local significance - 'The Cultural Layer of Podil from the 9th to 18th centuries.' This means that the territory has high archaeological value, and construction work may negatively impact the preservation of this heritage. The Podil District Court, in turn, rejected the prosecutors' request for arresting these land plots, which provoked outrage from the Prosecutor's Office.

Demolition of a historical building

In Kyiv, in Podil, the demolition of the historical building of the Tanning Workshop at the corner of Frolivska and Prytytsko-Mykilska Streets is also ongoing. At the end of December 2025, the demolition of workshop No. 5 of the First Kyiv Machine-Building Plant, previously known as 'Bolshevik', began. This building is effectively the cradle of the enterprise, where the industrial history of Shulyavka began over 140 years ago.

All of these events underscore the importance of preserving the architectural and archaeological heritage of the region, which may be at risk due to ongoing construction work.

The situation with construction on the plots in Podil highlights the conflict between urban infrastructure development and the need to preserve cultural heritage. Such cases reflect the growing concern over the protection of archaeological monuments that may be destroyed in the process of modernizing the city. This issue is relevant not only for Podil but also for other historic districts of Ukraine, where active construction work may threaten the preservation of unique historical objects.
