Prosecutors Challenge Lack of Action on Horbachykha Tract

The Specialized Environmental Prosecutor's Office under the Office of the Prosecutor General has filed a lawsuit in an administrative court against the Kyiv City Council and the Kyiv City State Administration (KCSA). The case centers on their failure to grant protected status to the Horbachykha tract, a 32-hectare area located on the left bank of the Dnipro River. This legal action highlights a long-standing neglect of environmental obligations by local authorities.

Although the tract was officially listed as a site reserved for future protection by the city government more than three decades ago, no project for establishing it as a nature reserve has ever been developed, nor has any formal decision been made to grant it such status. According to the Prosecutor General's Office,

“Horbachykha essentially remains without full legal protection.”
