Prosecutors Uncover $2.9 Million Healthcare Fraud Scheme, 18 Suspects Charged

Major Budget Fraud Uncovered in Healthcare System

Ukrainian prosecutors and the National Police have exposed a widespread scheme to illegally divert public funds from the state's medical guarantee program. Investigators found that the systematic fraud, linked to the 'money follows the patient' funding model, caused losses of 108.3 million hryvnias (approximately $2.9 million USD). This program is a cornerstone of Ukraine's ongoing healthcare reforms, making such fraud a direct threat to public services.

The investigation revealed that certain healthcare institutions created fake records in the electronic system. This manipulation artificially inflated the volume of medical services reported and led to overpriced purchases of medical equipment. On March 20, 2023, a large-scale operation was executed across 18 regions of Ukraine. As part of the probe, authorities conducted 70 searches linked to 26 separate criminal proceedings.

Searches were carried out in the following regions:

  • Dnipropetrovsk
  • Zhytomyr
  • Zakarpattia
  • Kyiv City
  • Kirovohrad
  • Lviv
  • Mykolaiv
  • Odesa
  • Poltava
  • Sumy
  • Ternopil
  • Kharkiv
  • Khmelnytskyi
  • Cherkasy
  • Chernivtsi
  • Chernihiv

To date, 18 individuals have been formally notified of suspicion in 12 of the criminal proceedings. The suspects include:

  • The director of a clinical sanatorium subsidiary
  • A private entrepreneur
  • Ten directors of communal non-profit enterprises (one of whom is also a local council deputy)
  • Two accountants
  • Four healthcare workers

The investigation remains ongoing. According to official data, there are currently 43,939 active medical licenses in Ukraine, with 67% (29,614 licenses) held by independent practitioners. This case highlights significant vulnerabilities in the oversight of healthcare budget expenditures, which could have serious consequences for the nation's medical system. Uncovering such abuses underscores the urgent need for stronger controls and greater transparency in healthcare financing to prevent similar fraud in the future.
