Military personnel who ignore calls to territorial recruitment centers for updating personal data or undergoing military commissions are subject to fines ranging from 17,000 to 25,000 hryvnias. In case of prolonged failure to fulfill obligations, additional measures of impact may be implemented, including the confiscation of the vehicle.
In practice, such extreme measures are rarely applied.
Risks for car owners
In cases of systematic evasion from military service and failure to pay imposed fines (each between 17,000 and 25,000 hryvnias, and they can be imposed repeatedly), authorities have the right to apply an extended list of sanctions. Among them are blocking bank deposits, seizing property, or temporarily revoking the right to operate a vehicle. It is important to note that the freezing of financial assets is carried out only by court decision.
According to clarifications from human rights defender Elena Khomenko, failure to pay a fine (for example, 25,500 hryvnias) within the established 15-day period results in automatic doubling of the amount. Consequently, three overdue fines can result in a debt exceeding 160,000 hryvnias.
'Within the framework of enforcement proceedings, if the debt amount exceeds 165,000 hryvnias, the state executor has the right to seize and put the property up for sale: on official auction platforms for the sale of movable and immovable property, meaning that the car can be sold,' she explained.
Elena Khomenko's explanations indicate that car owners of Ukrainian citizens should avoid systematic evasion from military service, as this can lead to serious financial and legal problems, including vehicle confiscation and property seizure. Failure to fulfill military obligations can severely impact the financial situation of car owners.
