Minimum subsistence level in Ukraine for 2026

The minimum subsistence level for working individuals on January 1, 2026, in Ukraine will be 3,328 hryvnias. This amount significantly impacts the declaration procedures of citizens' property status. According to the legislation, declarants are required to submit notifications of significant changes in their property status if their income, property, or expenses exceed 50 minimum subsistence levels.

Important sections of declarations

Notifications about such changes must be submitted within 10 days. The declarations submitted contain several important sections:

  • Section 5 concerns valuable movable property, except for vehicles.
  • In section 11, declarants indicate their income, including gifts whose value exceeds 5 minimum subsistence levels.
  • Section 12 of the declaration is dedicated to monetary assets.
  • Section 13 pertains to financial obligations.
  • Section 14 covers expenses and transactions of the declarant.

Thus, the new minimum subsistence level may significantly affect citizens' financial reporting in 2026.

According to the new regulations, the change in the minimum subsistence level not only reflects the economic situation in the country but may also affect citizens' financial discipline. This could lead to an increase in the number of submitted declarations, as more people may fall under reporting requirements due to the increased minimum thresholds. Therefore, society must be prepared for new challenges in the area of income and expense declarations.
