The mother of a mobilized man, Yevhenii Zhupanov, reported that her son was removed from the Yushchenko Vinnytsia Regional Clinical Psychoneurological Hospital on May 6. The 44-year-old had been receiving inpatient treatment since April 21 and had an officially documented psychiatric diagnosis dating back to 1991. He also held a disability certificate, which he later renounced.
According to his mother, six individuals in civilian clothes—wearing no military uniforms—grabbed him during the removal at the hospital. 'In the morning, he came out of the endocrinology office, and they immediately pounced on him... no questions asked, nothing,' she stated. Yevhenii required ongoing medication, without which, his mother said, he would struggle greatly. The family has provided medical discharge summaries from 2023 that document his health condition.
Discrepancies in Medical Evaluation
The Tulchyn Military Recruitment Office claims the man was a violator of military registration rules in the Oberih registry. A military medical commission (MMC) declared Yevhenii fit for service, but the family is contesting this decision. 'The Haisyn MMC doctor, without asking him a single word, without looking at any documents, just silently signed that he was fit for service,' his mother reported. Afterward, the man was taken to Ladyzhyn and then transported to Rivne, where the commanding officer refused to accept him due to paperwork issues.
The family's lawyer, Tetiana Herashchenko, noted that a complaint has been filed against the MMC's conclusion, and the family is awaiting a re-examination. 'We hope that this re-examination will truly be conducted lawfully,' she stated. Yevhenii's mother also emphasized that the family has no objection to undergoing a proper commission but believes the man needs further treatment: 'I think he needs to complete his treatment, and then go through everything that is required.'
