During a meeting of Russia's Federal Security Service (FSB) board, Vladimir Putin instructed the agency to guarantee the 'sovereignty' of the electoral process ahead of the State Duma elections scheduled for September 2026. In his address, he emphasized the critical role of security forces, announcing an expansion of the FSB's powers and deeper coordination with the Ministry of Defense, the National Guard (Rosgvardiya), and the Ministry of Internal Affairs.

Putin also highlighted the need for special attention to cyber threats, sanctions pressure, and the use of funds from the state defense order. According to him, these issues require particular focus from security structures to ensure election stability and security. Ukraine's Foreign Intelligence Service commented that Putin's directive to the FSB regarding electoral 'sovereignty' is a euphemism for a system where the election outcome is predetermined. This move is seen as part of a broader pattern of tightening political control within Russia.

Separately, during Putin's speech, Ukraine's Defense Ministry's Main Intelligence Directorate (GUR) published data on enterprises within the 'Russian Helicopters' holding that supply equipment to the occupying army. It noted that 34 enterprises of the state corporation 'Rostec' and 14 plants and service centers still remain under no international sanctions. This information underscores the importance of monitoring economic resources that can affect Russia's military capabilities, highlighting a key challenge for Western policymakers.
