Russian President Vladimir Putin has alleged that Kyiv rejected a large-scale prisoner swap. According to him, on May 5, Moscow sent a list of 500 Ukrainian service members for repatriation. He claims Ukraine initially requested time to review the proposal, then later stated it was not prepared to proceed with the exchange.

Putin stated: 'On May 5, we handed over exchange proposals to the Ukrainian side and sent a list of 500 Ukrainian military personnel currently in Russia. At first, the response was that they needed to look more carefully—perhaps not all 500, maybe 200. Then they completely dropped off the radar and directly said they were not ready for this exchange.'

Meanwhile, President Volodymyr Zelenskyy reported that Russia had agreed to a 1,000-for-1,000 prisoner swap. He noted that a ceasefire from May 9 to 11 would be a necessary condition for carrying out the exchange. Putin also expressed support for U.S. President Donald Trump's initiative regarding this format, stating he is ready to meet Zelenskyy in Moscow or in a third country. However, he emphasized that direct contact would only be possible once a final peace treaty is ready for signing.

Negotiation Challenges

On the other hand, Serhiy Leshchenko, an advisor to the head of the Presidential Office, dismissed the possibility of talks in Moscow. He stressed that 'Moscow is the capital of the aggressor state,' casting doubt on any constructive dialogue in such a setting. The situation surrounding the prisoner exchange remains tense and requires further deliberation from both sides.

This deadlock underscores the deep strains in Ukraine-Russia relations, particularly regarding prisoner swaps. Each side holds firm positions and demands, complicating any potential agreement.
