Termination of Parliamentary Powers
The Verkhovna Rada of Ukraine, at its meeting on September 3, 2023, adopted a decision to terminate the parliamentary powers of Andrii Zhupanin and Ostap Shypailo, who represented the 'Servant of the People' faction. 234 MPs voted for Zhupanin's resignation, while 235 MPs voted for Shypailo. This decision resulted from a repeated consideration of the issue, as on August 19, 2023, the Verkhovna Rada did not support a similar initiative, despite the fact that both MPs submitted statements on their resignation of powers on August 18.
Activities of the MPs
Andrii Zhupanin and Ostap Shypailo were elected as people's deputies of the IX convocation from the 'Servant of the People' party in 2019. In particular, Zhupanin became the deputy head of the Verkhovna Rada Committee on Energy and Housing and Communal Services in October 2024, and he was also part of the temporary investigative commission of the Verkhovna Rada on the protection of investors' rights in 2025. That same year, he was a candidate for the position of Minister of Energy of Ukraine. From March 2025 to March 2026, Zhupanin was a member of the National Security Committee, which dealt with investigations of possible violations of legislation in the field of foreign economic activity. In 2024, ZіBihus.info reported that during the war, he regularly traveled abroad for training at the London Business School or for vacation.
Ostap Shypailo also took an active position in parliament. He was a member of the committee on energy and housing and communal services. In his 2019 declaration, he declared 21 million hryvnias in cash and carried out 11 transactions regarding alienation. On July 22, 2025, he voted for bill No. 12414, which dependent the work of NABU and SAP on the General Prosecutor of Ukraine.
After the decision to terminate the powers of both MPs, possible further changes in parliament may be related to new appointments. On June 11, the Central Election Commission registered Andrii Levus as a people's deputy of Ukraine from the 'European Solidarity' party, replacing Stepan Kubiv, who passed away in May. In addition, on July 22, the CEC recognized Bohdan Morklianyk and Viktoriya Rezniko as elected people's deputies of Ukraine from the 'Servant of the People' faction.
