Suspension of Ryazan Oil Refinery Operations
The Ryazan Oil Refinery has halted oil processing due to an attack by a Ukrainian drone that occurred on November 15. The plant will not be able to resume operations until December, and the shipment of oil products is not planned until the 1st of next month. This incident has significantly impacted the enterprise's activities.
The Ryazan Oil Refinery is an asset of Rosneft. The main primary oil processing unit of the plant has an annual capacity of over 8 million tons, which accounts for 48% of the total productivity of the enterprise. Another unit, which provided 26% of the capacity, was halted even earlier, after the drone attack on October 24. Repair work on this halted unit has still not been completed.
Impact on the Oil Products Market
Since November 15, the Ryazan Oil Refinery has suspended the sale of oil products on the St. Petersburg International Commodity Exchange. In 2024, the plant processed over 13 million tons of oil, accounting for nearly 5% of the total processing volume in Russia. Debris from the drone caused a fire at one of the industrial facilities of the plant, which led to the suspension of its operations. According to information, the plant is expected to remain idle until the end of November.
This incident underscores the vulnerability of critical infrastructure facilities during armed conflicts, as well as the potential impact on the oil products market in Russia.
