Enhancing Coordination of Ukraine’s National Energy and Climate Plan
Ukraine has made significant progress in coordinating the rollout of its National Energy and Climate Plan (NECP). Over the past two years, implementation of 144 targeted policies has improved, rising from 48% to 59%. These developments were the focus of discussions at a recent High-Level Advisory Group (HLAG) meeting, which addressed next steps, investment strategies, and preparations for the upcoming implementation cycle.
The event was jointly hosted by Ukraine’s Ministry of Economy and Ministry of Environment, in collaboration with the Energy Community Secretariat and the DiXi Group NGO. The British Embassy Kyiv provided crucial support. Within Ukraine, the Green Transition Office and the NECP implementation coordination sector play key roles. Additionally, a new digital monitoring system for tracking NECP progress has been launched, alongside the release of the first integrated report on NECP execution and an updated version of the National Energy and Climate Plan.
Looking Ahead: Implementing Investment Projects Under the NECP
The next phase focuses on putting investment projects into action. Deputy Minister Oleksandr Krasnolutskyi emphasized this point:

The rising completion rate of NECP policies reflects Ukraine’s intensified commitment to energy transformation and climate adaptation. The planned investment projects are critical not only for meeting international obligations but also for modernizing Ukraine’s energy sector, which promises to deliver positive economic and environmental outcomes for the country.
