Gambling Reform in Ukraine
In Ukraine, a reform of the gambling sector has begun under the leadership of the PlayCity agency, aimed at protecting players, increasing market transparency, and combating the illegal sector. Since the launch of the agency, significant steps have been taken to cleanse the gambling market of illegal practices.
Among the key achievements of the reform is the blocking of over 2,500 illegal online casino websites, as well as the removal of more than 280 social media pages engaged in illegal gambling advertising. As part of the fight against illegal gambling promotion, fines exceeding UAH 52 million have been imposed on bloggers and media outlets. This reflects the state's determination to ensure law and order in this sector.
Furthermore, all legal companies have submitted their financial reports on time, ensuring financial transparency in the market. However, violators who did not comply with reporting requirements have been fined over UAH 13 million. Since July 2025, the state has received over UAH 1.4 billion in license fees, which also contributes to budget replenishment.
