Ukraine Proposes Major VAT Overhaul: Standard Rate to Drop to 15%, Food to be Taxed at 7%

Proposed Changes to Ukraine's Value-Added Tax System

A new concept for reforming Ukraine's Value-Added Tax (VAT) system has been developed. The proposals include cutting the standard VAT rate to 15%. Furthermore, a reduced social rate of 7% would be introduced for essential food items, including:

  • bread
  • milk
  • meat
  • cheese

Goals and Anticipated Impact of the Reform

The primary goal of these changes is to align Ukraine's tax system with European standards. As expert Danylo Monin noted,

"Our authorities currently consider taxing bread at 20%, with talks even of 22-24%. However, most European countries tax food at reduced rates—5% or 7%. This is a form of social support for the less affluent."

He also emphasized that the new rate for food products would not only aid citizens but also minimize 'schemes' in the agricultural sector, a persistent issue linked to corruption surrounding the refund of the current 20% VAT.

This reform is a key part of Ukraine's broader economic strategy following Russia's full-scale invasion, aiming to stabilize and modernize the economy. The proposed 15% standard rate would be the minimum allowed in the European Union, underscoring Ukraine's intent to integrate into the European economic system.
