Record Debt of Ukrainians for Utilities: Over 106 Billion Hryvnias

Ukrainians have accumulated a record amount of debt for utility services. As of September 2025, a record number of utility debt cases have been registered in Ukraine. According to data from 'Opendatabot', there are over 788 thousand enforcement proceedings in the country with a total amount exceeding 106 billion hryvnias.


The worst situation regarding debt repayment is observed in frontline regions, particularly in Dnipropetrovsk, Kharkiv, and Donetsk regions.


Compared to July 2024, the number of proceedings increased by 13%, from 701 thousand to over 788 thousand. If we take a longer period, since the beginning of the full-scale war, the amount of debt has increased by one and a half times, and compared to January 2021, it has more than doubled. Then there were only 344 thousand proceedings in the register.

The leader in the number of debtors remains Dnipropetrovsk region, where over 150 thousand proceedings have been opened. In second place is Kharkiv with over 128 thousand cases, and third is Donetsk with over 81 thousand proceedings. Significant numbers are also recorded in Poltava and Zaporizhzhia regions.


The majority of debt relates to heating services, accounting for over 330 thousand cases or 42% of all proceedings. Unpaid bills for water, housing services, energy supply, and gas follow.

Statistics show that the largest debts are accumulated by middle-aged people. In the age group of 46-60 years, over 302 thousand proceedings have been recorded, which is 38% of the total. Similar figures are reported for age groups from 36 to 45 years and those over 60, who account for a quarter of all debts.
