Electronic Reserve ID Implementation
Starting December 16, 2025, the primary military registration document for individuals registered with Ukraine's Territorial Recruitment Centers (TRCs) will be the electronic Reserve ID. This change introduces new obligations for employers, who must now verify the document's validity, as its expiration is tied to its issue date and any deferral period. This reform is part of Ukraine's broader digital transformation of its administrative systems.
Under the new rules, an employee must provide their employer with a printed copy of their Reserve ID, which includes a QR code, upon being hired. The electronic document's validity will not exceed one year from its issue date and cannot extend beyond the term of any military service deferral. Crucially, if there are any changes to an employee's military registration details, they must provide an updated printout. The employer is then required to update their personal military registration records within five days of receiving the new document.
Guidance for Employers
Experts advise employers to issue internal directives requiring staff to submit updated Reserve ID printouts not only when a deferral expires, but whenever any military registration data changes. The shift to an electronic format is intended to streamline the accounting of individuals liable for military service and improve the efficiency of employer oversight. This system is similar to digital verification processes used in other countries for official records.
The introduction of the electronic Reserve ID is a significant step in modernizing Ukraine's military registration system. This document will not only simplify procedures for employees and employers but will also allow the state to monitor those eligible for service more effectively.
