Ukraine's Reserve+ App Adds Electronic Queue and Expands Deferral Options

New Feature in the Reserve+ App

A new electronic queueing system is now active in Ukraine's Reserve+ mobile application. This feature allows individuals liable for military service to schedule appointments at their local Territorial Recruitment Center (TRC). Users can select a date and time for their visit, monitor their queue status, receive reminders, and cancel if necessary. After the appointment, they can also leave feedback on the center's operations.

Broadened Mobilization Deferral Categories

The Ministry of Defence of Ukraine continues to expand the list of mobilization deferrals that can be processed through the Reserve+ app. Notably, approximately 90% of deferral statuses are now updated automatically, streamlining the procedure. Those eligible to apply for a deferral online include:

  • Individuals with three or more children under the age of 18 (all of whom must have been born in Ukraine);
  • Individuals who are not debtors for alimony payments, provided the debt does not exceed the sum of payments for three months.

It is crucial that personal data (full name, date of birth, tax identification number) is correctly recorded in the state registries.

In a related move to ensure transparency, Ukrainian courts are now frequently imposing fines on TRC and social support staff for failing to record their work on camera. These fines range from 17,000 to 34,000 hryvnias. This digital transformation of military administration is part of broader efforts to modernize processes during a time of national defense.

The introduction of the electronic queue and the automation of deferral processing are designed to significantly ease the burden on citizens subject to mobilization, providing them with greater control over their interactions with recruitment centers. Furthermore, the enforcement of recording requirements through fines aims to increase transparency and public trust in the recruitment system. These combined measures are critical for maintaining an efficient and accountable mobilization framework.
