The Federation Council of the Russian Federation adopted a resolution 'On Current Issues of Foreign Policy', which reinforces the Kremlin's course of confrontation with the West and the reorientation of foreign relations towards Asia, Africa, and Latin America. The date of adoption of the resolution is December 31. This document captures Russia's intentions for a prolonged confrontation with NATO and 'the collective West.'

New Foreign Policy of the Kremlin

As part of the new foreign policy, the Kremlin emphasizes cooperation within international formats such as:

  • BRICS
  • SCO
  • EAEU

In particular, plans are in place to deepen cooperation with China, Iran, India, Southeast Asian countries, and other states of the Global South. These steps indicate Russia's intentions to strengthen its positions on the world stage, especially amid existing tensions with Western countries.

In addition, the Kremlin is conducting a multi-vector information campaign in September, highlighting Russia's activity in promoting its foreign policy interests. The resolution also mentions the initiative 'Eurasian Charter of Diversity and Multipolarity', in partnership with Belarus, aimed at creating an architecture of equal and indivisible security in Eurasia. These actions indicate Russia's intentions to assert its positions in the new geopolitical reality, shifting focus from traditional Western partners to new markets and alliances.

The adoption of this resolution signals a clear strategy for Russia in the context of global political tension. The focus on cooperation with countries in Asia, Africa, and Latin America may be an attempt to find new economic and political partners who could compensate for losses related to sanctions and isolation from Western states. This also underscores a shift in the global balance of power, where new economic centers are increasingly influencing international politics.
