Social Protection for Families of Deceased Military Pensioners
Ukraine has established a framework to support the families of deceased military pensioners. Under the Law of Ukraine on Pension Provision for Persons Released from Military Service and Certain Other Individuals, the state guarantees a one-time cash benefit to close relatives. This payment is issued regardless of whether a survivor’s pension has been granted.
Who Is Entitled to the Benefit
This social protection mechanism applies to families of deceased pensioners who were either active military personnel or had been discharged from service. Eligible recipients include:
- the widow or widower of the deceased, with no age or work capacity restrictions;
- disabled family members, specifically children, including those enrolled in full-time education up to age 23;
- dependent parents or those with disabilities.
The payout for a surviving spouse equals three months of the deceased’s pension as of the date of death. For each disabled family member, the benefit amounts to one month of the deceased’s pension. To apply, individuals must personally visit a local branch of the Pension Fund of Ukraine with the required documents.
The primary document needed is the pensioner’s death certificate. Applicants must also submit proof of family ties, such as birth certificates, marriage certificates, or court rulings. If a child continues their education after turning 18, a certificate from the educational institution is required. For individuals with disabilities, a conclusion from the Medical-Social Expert Commission (MSEC) is mandatory. To verify that parents were dependents, evidence of shared residence or documentation from local authorities must be provided. In complex cases, a court decision can legally establish dependency.
