Zelenskyy Details Ukrainian Intelligence Operations on Telegram as Russia Moves to Block the App

Telegram Access Restricted in Russia and Occupied Ukraine

Authorities in Russia and in the temporarily occupied territories of Ukraine have begun restricting access to the Telegram messenger service. An early, partial blocking of Telegram is already underway in Russia, with a full-scale ban officially scheduled for April 1. The Russian government is attempting to push users toward its state-backed messenger, Max, a move that has caused concern among the public. Furthermore, Russian occupation administrations have initiated the blocking of Telegram in seized regions of Ukraine, specifically in parts of:

Russia has already fined Telegram more than $400,000. A Russian court found the messaging service guilty on five counts of administrative offenses for failing to remove prohibited information. In response to these developments, Ukrainian President Volodymyr Zelenskyy commented on the situation, stating:

'To be frank, we also operate through Telegram in Russia. Now, with the restriction of Telegram in Russia, it will undoubtedly be more difficult to transmit signals to their society, but nevertheless, I have received a report about their new Max network. They may soon switch to paper mail, telegraph, and horses. That's the kind of civilization it is,' he added.
