According to the Institute for the Study of War (ISW), the Kremlin is leveraging the volatile situation in the Middle East to craft a narrative that would hold the United States responsible for any potential failure of negotiations to end the war in Ukraine. This analysis comes after Russian Foreign Minister Sergey Lavrov launched a sharp critique of US policy, particularly following joint American-Israeli operations against Iran on February 28.
In his statement, Lavrov alleged that Washington is attempting to destabilize the Middle East and sow discord between Iran and the Gulf states. He also expressed concern over US military operations against nations with which it is simultaneously engaged in diplomacy.
"Moscow is concerned that the United States is conducting military operations against states with which it is simultaneously holding negotiations," Lavrov emphasized.

He also touched upon the US-Russia summit in Alaska that took place in August 2025, noting that the so-called 'spirit' of that summit appears to be fading.
