An investigation has uncovered that Russia exerts control over a substantial portion of political content within the German-language Telegram sphere. A pro-Russian network, connected to the Russian state media outlet RT and the GRU military intelligence agency, comprises roughly 330 channels that systematically broadcast the Kremlin's narrative. A significant surge in the audience for these channels was recorded following the start of Russia's full-scale invasion of Ukraine in February 2022, indicating an intensification of pro-Russian propaganda efforts targeting Germany.

Influencing Public Opinion

Analysts note that in the 'News & Media' and 'Politics' categories on Telegram, pro-Kremlin channels account for 49% of the entire German-speaking audience on the platform. While Telegram's total user base in Germany numbers only a few million, this share points to a considerable Russian influence on shaping public discourse. Researchers have categorized these channels into three distinct groups:

  • The first is a 'combat wing' with direct ties to Russian state structures.
  • The second operates more covertly, masquerading as independent analysis.
  • The third and most numerous category blends pro-Russian arguments with domestic German political topics.

In a related development highlighting the technological dimension of the ongoing conflict, Ukrainian Defense Minister Mykhailo Fedorov announced on February 5 that the first batch of officially authorized Starlink terminals is now operational within the Ukrainian military. It is important to note that Russian Starlink terminals cannot function on Ukrainian territory, and the verification process for Ukrainian units is ongoing. This underscores the critical role of secure communication technology in modern warfare and the hybrid challenges Ukraine faces.

The findings reveal the growing significance of information warfare in contemporary geopolitical conflicts, particularly between Russia and Ukraine. Controlling information flows on social networks like Telegram can substantially sway public opinion and political processes in nations targeted by such campaigns. Simultaneously, technological assets like Starlink terminals have become vital tools for maintaining communication and coordination, especially where access to traditional means is disrupted.
