Russia's Ministry of Foreign Affairs has presented the United States with a set of proposals aimed at removing obstacles to restoring bilateral relations. The Russian foreign policy statement highlighted the importance of re-establishing direct air travel between the two nations and the return of seized Russian diplomatic property. Moscow identified these as crucial issues for improving its strained relationship with Washington.

Russian President Vladimir Putin's special envoy, Kirill Dmitriev, held talks with an American delegation in the United States. The Russian side emphasized its readiness to move on to 'truly significant matters,' which extend beyond aviation and property to include other potential areas of cooperation. These named areas are:

- Critical minerals
- Rare earth elements
- The Arctic
- Artificial intelligence
- Space
The Russian Foreign Ministry's statement also noted that it would welcome a successful normalization of relations, but only if the process develops on an equal and mutually respectful basis. Consequently, the proposals delivered to the US could form a foundation for further dialogue between the two countries.
