Ukraine's Human Rights Chief Appeals to UN Over Russian Dam Destruction

Dam Destroyed by Russian Forces in Donetsk Region

Russian military forces have blown up a dam near Kostiantynivka in the Donetsk region. In response, Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, has sent formal letters to the United Nations demanding that the act be documented and given a legal assessment. This attack follows a similar, previously known incident where Russian troops destroyed a dam near the village of Osykove using a three-ton guided aerial bomb. Targeting critical civilian infrastructure like dams is a tactic that has escalated since the start of the full-scale invasion.

Statement from Dmytro Lubinets

In his statement, Dmytro Lubinets declared that

"Russia is once again deliberately creating the threat of a humanitarian catastrophe."
He further emphasized that
"such actions by Russia constitute a war crime and a gross violation of the Geneva Conventions."
The Commissioner stressed the urgent need for an international response to the aggressor's actions, adding: "I have already sent the relevant letters to the UN demanding that this fact be recorded and that clear international legal assessment be given to the actions of the aggressor state."

The consequences of destroying the dam could be catastrophic, potentially leading to:
