Russia stimulates birth rate by writing off mortgage debts


The government of the Russian Federation is looking for ways to increase birth rates as the population in the country is rapidly declining. According to the publication 'Glavcom', State Duma deputy Nina Ostanina proposed to write off part of the mortgage debt for each child born in the family, and with the birth of the fourth child, the family will be able to count on full debt relief.


The ineffectiveness of birth rate stimulation programs in Russia


A Ukrainian parliamentarian points out that existing stimulation programs are ineffective, as access to subsidized mortgages at 2% is only possible in less developed regions where the necessary infrastructure is lacking. In addition to writing off part of the debt, it is proposed to introduce zero interest rates for families with children in certain areas.


Critical birth rate situation in Russia


According to Rosstat, the country has recorded very low birth rates over the last ten years. The number of newborns in 2024 has dropped to its lowest since 1999, and in the first three months of 2025, the rate decreased by 4%. The fertility rate is 1.376 children per woman, the lowest since 2006.

Analyses from the Institute for the Study of War show that Russia may take mobilization measures to compensate for the shortage of military personnel in the war against Ukraine. The document allows for the conscription of reservists for mandatory service in 2026.


According to the institute, Russia will not accept any peace agreements that do not align with the interests of the Kremlin and is trying to continue active combat operations.

Measures to stimulate birth rates are becoming increasingly important for Russia due to declining birth rates and the rapid population decrease. The government is taking various measures to increase the number of newborns, however, existing programs prove to be ineffective. Furthermore, analyses indicate a possible mobilization of reservists for involvement in the ongoing war in the Donbas.
