The Winter 2026 Situation in Ukraine

During the winter of 2026, Ukraine's energy infrastructure faced massive attacks, resulting in widespread power outages and the evacuation of a portion of the population. Amid this crisis, the Kremlin confirmed that U.S. President Donald Trump had asked Vladimir Putin to refrain from striking Kyiv until Sunday. Russia agreed to this request, temporarily suspending attacks on the capital and sparking a degree of optimism among residents. This development highlights the complex international dynamics surrounding the ongoing war.

On January 23, DTEK CEO Maxim Timchenko reported a critical situation in Ukraine, stating it was nearing a humanitarian catastrophe. Nighttime strikes on January 24 left approximately 2.5 million people without electricity. In response to the escalating situation, Kyiv Mayor Vitali Klitschko had urged residents to leave the city temporarily on January 9, leading to the departure of around 600,000 people—roughly 20% of the capital's pre-war population.

Humanitarian Crisis and Civilian Morale

According to the UN Human Rights Monitoring Mission, 2025 was the deadliest year for Ukrainian civilians since 2022, with 682 killed and 4,443 injured. Prime Minister Yulia Svyrydenko noted that about 10,600 'Invincibility Points' were operating across the country to support the population during the crisis.

The intensifying conflict and attacks on energy infrastructure have impacted civilian morale. As activist Nastya Sherstyuk observed,

"While it doesn't break the will to resist, it exhausts it slowly and systematically."
In turn, resident Ed Ivashchuk described the grim reality of going to bed in warm clothes under several blankets and still feeling the cold.

Despite the pause in attacks on Kyiv, the enemy resumed targeted strikes on energy infrastructure on February 2, indicating the conflict's continuation and the ongoing threat to Ukraine's population. According to expert Ivan Stupak, Russian strategy has become more aggressive and precise, creating new challenges for Ukrainian society.

This situation underscores the severity of the humanitarian crisis in Ukraine caused by military actions and the importance of international support amid increasing pressure on the energy grid. The temporary halt in attacks on Kyiv, while providing a brief respite, does not eliminate the threat and uncertainty facing the Ukrainian people.
