Military Use of Civilian Infrastructure in Occupied Areas

According to the ATESH partisan movement, Russian military forces have set up a command post inside a shuttered hospital in the temporarily occupied town of Skadovsk, Kherson region. The unit's headquarters now occupies the non-functioning district hospital building, which has been closed since the occupation began. The site shows clear signs of military activity, including the movement of personnel, operational communications equipment, and other indicators of an active command center.

Before the occupation, Skadovsk had two functioning hospitals. Now, with the district hospital closed, the central hospital is overwhelmed by patient numbers, leaving residents with severely limited access to medical care. This tactic of seizing civilian infrastructure for military use is a recurring pattern in occupied Ukrainian territories.

As ATESH notes, 'the city's medical infrastructure is being appropriated for the benefit of the occupation forces, leaving residents without access to medical assistance.'

The activists added that the occupiers are not reopening hospitals for civilians, 'they are taking them for their army.'

Intelligence Gathering on Military Sites

In a separate operation, agents from the partisan movement conducted reconnaissance on a military airfield near the city of Saky, in the settlement of Novofedorivka in temporarily occupied Crimea. Their surveillance documented the current positions of Su-30 fighter jets, including aircraft parking areas, shelters, and their movement routes. Data was also collected on the infrastructure supporting the airbase's operations.

These developments highlight the ongoing Russian military exploitation of civilian facilities in occupied areas, exacerbating the humanitarian crisis. The lack of medical services endangers the health and lives of the local population. Furthermore, the active intelligence work against military targets underscores the continued resistance efforts and information warfare being waged within the occupied territories.
