In 2025, Russia illicitly transported more than 2 million tons of Ukrainian grain from temporarily occupied territories, utilizing seized ports for shipment. The majority of this activity, approximately 1.4 million tons, occurred in the second half of the year. This systematic plunder violates international law and has drawn condemnation from global observers. The ongoing conflict has made Ukraine's agricultural exports a focal point of geopolitical tension and humanitarian concern.

Key Destinations for the Stolen Grain

The primary markets for this illicit grain included nations such as Egypt and Bangladesh. Shipments were also documented to the following countries:

  • Turkey
  • Lebanon
  • Syria
  • Saudi Arabia
  • Djibouti
  • Vietnam
  • Countries in the Balkan region

Since the beginning of the full-scale invasion in 2022, Russia has removed a staggering total of around 15 million tons of grain from occupied Ukrainian lands, highlighting the scale and persistence of this operation.

To circumvent international sanctions, Russia employs ship-to-ship transfer schemes, enabling the grain to be moved while evading oversight from global monitoring bodies. This practice undermines fair trade principles and poses a direct threat to mechanisms designed to ensure global food security.

The illegal seizure and export of Ukrainian grain has severe consequences, damaging Ukraine's economy and destabilizing global food markets. Many nations in Africa and Asia depend on grain imports, making Russia's actions a potential catalyst for worsening food insecurity. The international community faces increasing pressure to implement effective countermeasures to halt these violations and protect the rights and interests of affected states.
