Russia's Internet Crisis: Rural Areas Cut Off as War Diverts Critical Resources
Russia is facing a growing crisis in high-speed internet access due to its aging fiber-optic infrastructure. Many networks have reached the end of their operational life, and new fiber-optic cable is being diverted for military use, including for FPV drones. This leaves the civilian population, especially in rural villages, without reliable internet.
According to the Foreign Intelligence Service, by 2025, the warranty period will have expired for more than half of the main trunk cables running east-west across the country. Furthermore, Russia needs to replace over 400,000 kilometers of fiber-optic lines laid in the early 2000s by 2030. The cost of this infrastructure renewal is estimated in the hundreds of billions of rubles.
In 2025, Russia consumed roughly 10% of the global supply of optical fiber. Notably, FPV drones controlled via cable account for up to 15% of the worldwide demand for fiber optics. This highlights how military priorities are increasingly dictating the allocation of resources, directly impacting civilian availability.

The Russian government has announced preparations for a new version of its Information Security Doctrine, which may signal an intent to address communication sector issues. However, the current situation remains critical, especially for rural residents.
