Volodin's Statement on 'Retaliatory Weaponry'

Vyacheslav Volodin, the Speaker of Russia's State Duma, has issued a statement amplifying demands from Russian parliamentarians for the Kremlin to deploy what they term 'retaliatory weaponry.' Published on Volodin's Telegram channel, the statement calls for mass strikes against Ukraine in response to an anticipated severe cold snap forecast for next week. This rhetoric underscores the persistent use of energy and civilian infrastructure as a theater of war.

Weather Forecasts and Military Demands

Weather predictions indicate temperatures in Ukraine could plunge to -30°C, with most regions experiencing lows of -20°C to -27°C from February 1-4, 2026. Against this backdrop, Volodin noted that Duma deputies are insisting on the use of more powerful weaponry to achieve the goals of Russia's so-called 'special military operation.'

Concurrently, amid these threats, Ukrainian President Volodymyr Zelenskyy has declined an invitation to travel to Moscow. Negotiations between the sides are ongoing in Abu Dhabi. Russian Presidential Aide Yuri Ushakov, who extended the invitation to Zelenskyy, stated Moscow's readiness to consider the possibility of direct talks between Presidents Putin and Zelenskyy. Ushakov claimed the idea for such negotiations was promoted by U.S. President Donald Trump during phone contacts with the Kremlin.

In Russian military parlance, 'retaliatory weaponry' typically refers to advanced systems like the 'Zircon' or 'Kinzhal' hypersonic missiles, or the mass deployment of ballistic missiles against critical infrastructure such as nodal stations and combined heat and power plants. The situation remains tense against the dual pressures of plummeting temperatures and Zelenskyy's refusal to negotiate in Moscow.
