Attacks Target Civilian Infrastructure in Ukraine

On February 3, 2026, Russian forces launched attacks on civilian sites in the cities of Zaporizhzhia and Kharkiv, resulting in two deaths and 18 injuries. These strikes are part of a broader pattern of assaults on non-military targets that have characterized the conflict. In Zaporizhzhia, a residential neighborhood was shelled, killing two local residents and injuring 11 people, including three children. Medical personnel treated the victims for shrapnel wounds, traumatic brain injuries, and concussions. All injured are receiving necessary medical care. Additionally, a separate multi-story building in Zaporizhzhia was damaged in a drone attack. Air raid alerts in the city lasted for over 24 hours.

In Kharkiv on the same day, a residential high-rise building in the Saltivka district was struck. A Shahed-type drone hit the building's fifth floor, igniting a fire that spread down to the second floor. Seven people were injured in Kharkiv, including an 85-year-old woman who was hospitalized. Their conditions are assessed as moderate, with injuries stemming from blast trauma and stress reactions.

Escalating Violence and Response

These incidents occur against a backdrop of Russia's intensified use of guided aerial bombs. In January 2026 alone, over 5,700 such bombs were dropped, marking the highest monthly total recently and exceeding the previous peak of over 5,300 bombs recorded in October 2025. A single-day record was set on January 18, 2026, with 316 guided aerial bombs documented.

Zaporizhzhia Mayor Ivan Fedorov stated, 'Air raid alerts in Zaporizhzhia have continued for over a day. The enemy persists in attacking civilian infrastructure. There are reports of damage to another residential building. Emergency services have been dispatched to the scene.'

These events underscore a sharp escalation of violence in Ukraine, particularly regarding attacks on civilian objects that lead to civilian casualties. The surge in munitions deployed indicates a significant intensification of military operations and a worsening of the conflict, raising deep concern among the local population and the international community. Amid the deteriorating security situation, ensuring adequate medical aid and support for victims, as well as implementing measures to protect civilians, remains critically urgent.
