Attacks Target Sumy and Odesa Regions
Russian military forces have launched attacks on Ukraine's Sumy and Odesa regions, resulting in civilian injuries and widespread destruction. In a separate incident, Russian forces attacked the Izmail district of Odesa region overnight on March 26. Earlier, on March 23, two aerial bombs destroyed a dam on the Siverskyi Donets River near Raihorodok. Preliminary assessments indicate that water reserves in the first and second lift reservoirs will last approximately two weeks. For each of these incidents, criminal proceedings have been initiated under Article 438 of the Ukrainian Criminal Code, which addresses violations of the laws and customs of war.
In Odesa region, the strikes damaged port and energy infrastructure, as well as areas within the Vylkivska community and the city of Izmail. Investigators continue to gather evidence and document the consequences of these alleged war crimes.
