Russia Lifts Diesel Export Restrictions as First Shipment Arrives in the US

Russia Resumes Diesel Fuel Exports

Following an agreement between US President Donald Trump and Russian President Vladimir Putin, Russia has begun easing its diesel fuel export restrictions. This move is aimed at boosting global diesel supplies. Russian Deputy Prime Minister Alexander Novak confirmed that shipments to the US and other markets are increasing. The initial cargo of nearly 230,000 barrels of diesel fuel is already en route to the US East Coast aboard the vessel MINERVA ZEN, which departed from St. Petersburg on September 22, 2026.

Export Forecasts and US Licensing

Russia intends to export 300,000 tons of diesel fuel in October 2026, with plans to raise this volume to 500,000 tons by November. By December, exports could reach one million tons, potentially scaling up to three million tons monthly in the future. Meanwhile, the US Treasury has issued a temporary license permitting the import of Russian diesel until April 7, 2027.

Earlier in 2026, Russia had restricted diesel exports due to shortages caused by drone attacks targeting its oil refineries. In early July, the Russian government imposed a full ban on diesel exports to address domestic supply challenges. This restriction was extended through October 31, 2026.

Alexander Novak praised the US steps toward stabilizing the global energy market and restoring regular energy trade. He emphasized Russia's readiness to cooperate on creating a more predictable and healthy market while assuring that domestic diesel supply remains secure.

Special envoys from the Trump administration, Steve Witkoff and Jared Kushner, informed Ukraine about the agreement during negotiations. However, following the lifting of diesel export sanctions, Russia reportedly launched five KAB bombs on residential buildings in Zaporizhzhia. Ukrainian President Volodymyr Zelensky reported that Russian forces attacked 13 regions across Ukraine overnight.

The decision by Russia to remove diesel export limits could significantly influence the global energy market, particularly by helping to stabilize fuel prices. It also signals a possible thaw in US-Russia energy relations despite ongoing political tensions over Ukraine. Nonetheless, continued Russian military actions in Ukraine highlight the complexity and security risks in the region.
