Widespread Power Outages Hit Kyiv and Dnipropetrovsk Regions Following Russian Strikes on Energy Infrastructure on October 30-31

Наслідки російських атак: відсутність електроенергії охопила Київ та Дніпропетровщину 30-31 жовтня.

Targeted Strikes Disrupt Ukraine's Energy Networks

During the night of October 31, Russian forces launched attacks on Ukraine’s energy infrastructure, causing extensive power outages across Dnipropetrovsk and Kyiv regions. These strikes also damaged critical energy, railway, and gas distribution facilities in multiple parts of the country. Approximately 200,000 households in Dnipropetrovsk and over 80,000 in Kyiv experienced electricity loss as a direct result.

On the evening of October 30, Shahed-type drones targeted a thermal power plant in Kyiv, triggering blackouts in several districts of the capital. By the morning of October 30, power disruptions were reported in Kyiv and four other regions. Later that day, an energy facility in Kyiv was hit again, leaving parts of Obolonskyi, Darnytskyi, Desnianskyi, and Podilskyi districts without electricity and water supply. While water service was restored in Obolonskyi, reduced water pressure persisted in Sviatoshynskyi, Podilskyi, and Shevchenkivskyi districts.

Energy Sector Damage and Impact of the Attacks

In the early hours of October 31, four power substations in Dnipropetrovsk were damaged, alongside repeated attacks on regional energy infrastructure, which also affected two DTEK Dnipro Electric Networks facilities. Later that morning, a Russian drone struck a thermal power station in Shostka, Sumy region. Additional strikes hit railway infrastructure in Dnipro and Kharkiv, while a gas distribution site in Dnipropetrovsk was also targeted.

In Kharkiv’s Osnovianskyi district, a Shahed rocket drone impacted a private residence, injuring five people and igniting a fire that spread over 300 square meters.

Ukrainian President Volodymyr Zelensky stated: "Following these Russian strikes, the electricity situation in our regions is challenging. Around 200,000 families in Dnipro and its surrounding area are without power, with over 80,000 households also affected in Kyiv region. Repair crews are actively working to restore power and mitigate the damage caused by these attacks."

The Ministry of Energy warned that additional emergency outages might occur if the situation deteriorates further. Representatives from Ukrenergo emphasized that "the consequences of prior attacks have yet to be fully addressed, yet the energy system is facing new assaults. Despite this, energy workers are doing everything possible to maintain system stability. Restoration efforts continue wherever security conditions allow."

Overall, these Russian attacks inflicted significant damage on Ukraine’s energy systems, severely impacting civilians through power and water outages. Efforts are focused on rapidly repairing damaged infrastructure and improving energy delivery. These incidents highlight the vulnerability of Ukraine’s energy grid amid ongoing conflict, underscoring the urgent need for measures to safeguard energy stability and public safety.

The recent attacks on energy infrastructure in Kyiv and Dnipropetrovsk mirror the ongoing challenges faced by the region, as illustrated by a previous wave of missile and drone strikes that also targeted the Kyiv area. In that incident, significant damage and casualties were reported, highlighting the persistent threat to civilian safety and critical infrastructure.
